What is the Doubling Plan? The Doubling Plan refers to Dongguan's policy of selecting a group of existing advantageous enterprises for focused cultivation based on the principle of selecting the best and strengthening the strong. It supports enterprises in enhancing their overall competitiveness through technological innovation, the development of headquarters economy, mergers and reorganizations, strengthened industrial chain integration, and stronger capital operations, striving to enable pilot enterprises to double in both scale and efficiency within three to five years. It is an important initiative by Dongguan to strongly support the real economy and promote high-quality economic development. Since 2017, Dongguan has strongly promoted the Doubling Plan by selecting a group of pilot enterprises, allocating targeted support policies, increasing precise policy support, and supporting enterprises in doubling their scale and efficiency through means such as capital expansion, production expansion, and mergers and reorganizations. At present, Doubling Plan enterprises have become a powerful lever in Dongguan's exploration of high-quality manufacturing development, and the Doubling Plan has also become a shining calling card for the city's high-quality economic development. According to the 2021 Dongguan economic performance data released by the Dongguan Municipal Bureau of Statistics, in 2021 the city's 410 Doubling Plan industrial enterprises, including honorary enterprises, achieved an added value of RMB138.136 billion, up 18.0%, a growth rate 7.8. percentage points faster than that of the city's industrial enterprises above designated size.
