We have gathered representatives from all sectors and connected province, city, and county levels to solemnly convene this province-wide High-Quality Development Conference. Our purpose is to beat the drums of progress and sound the call to march forward and lead by example on this vibrant spring day. At this time of spring plowing, the concrete practice of achieving a new leap in Guangdong's modernization through high-quality development is closely tied to every one of us. At such a moment, we see before our eyes the hardships and struggles once experienced on this land, and the struggle of countless martyrs, predecessors, and sages continues through us. At such a moment, we cannot help but connect past and present, look back on the long road we have traveled, and set out again with full confidence. Do not say you set out early; there are always others who set out even earlier. Since ancient times, the people of Guangdong have lived and multiplied on this land, passed down their spirit, worked the land, and moved forward step by step, writing magnificent chapters of history. By gathering the essence of the nine provinces and embracing new trends from across the seas, Lingnan laid the broad foundation for integrating the world and benefiting all directions, forming a thriving and dynamic land. At the beginning of reform and opening up, veteran leader Xi Zhongxun fought for special policies and flexible measures from the central government and received strong support from Deng Xiaoping and other senior comrades. From that time on, Guangdong carved out a new path with the courage to be the first under heaven, took the lead in reform and opening up, and led in establishing special economic zones. Through everyone's joint efforts, it achieved world-renowned development accomplishments and completed an astonishing leap from a relatively backward agricultural province to China's largest provincial economy. Looking back across a thousand years, it was our sages and predecessors, cutting roads through mountains and building bridges over rivers, who created today's Guangdong. Among them were generations of daring Guangdong people who went to Southeast Asia and crossed the oceans, opening up new worlds in foreign lands and deepening Guangdong's advantage in overseas Chinese ties. There were also waves of dream-filled strivers who flew southeast like peacocks, worked hard, started businesses, and built happy lives in South Guangdong. This revolutionary land, reform land, and development land has continuously performed new brilliance and written legends through endless inheritance, and has always remained attractive and full of vitality through ever-renewing evolution. History flows on without end, and development has no final point. Since the 18th National Congress of the Communist Party of China, General Secretary Xi Jinping has attached great importance to Guangdong, always cared about Guangdong, and given earnest guidance for Guangdong's high-quality development. The General Secretary said with deep feeling that Guangdong's forty years have been extraordinary and have created many national firsts. He also pointed out that because Guangdong moved one step ahead in reform and development, it feels the necessity and urgency of high-quality development more deeply. He expects Guangdong to focus its efforts on promoting high-quality development and play a leading and exemplary role. During this Spring Festival, the General Secretary again asked us to solidly promote Guangdong's high-quality development. Under the General Secretary's personal planning, deployment, and promotion, the Party Central Committee has successively granted Guangdong major opportunities including the Guangdong-Hong Kong-Macao Greater Bay Area, the Shenzhen Pilot Demonstration Zone, and the three major platforms of Hengqin, Qianhai, and Nansha. It has also arranged the construction of the Greater Bay Area International Science and Technology Innovation Center, the Comprehensive National Science Center, and a high-level talent hub, along with important projects such as Pengcheng Laboratory, Guangzhou Laboratory, the Guangzhou Futures Exchange, the South China National Botanical Garden, and Shenzhen's International Mangrove Center. These have injected strong momentum into Guangdong's high-quality development. We must keep the General Secretary's earnest instructions firmly in mind, grasp the fundamental requirements of high-quality development, and strive to promote changes in quality, efficiency, and driving forces. Amid the interplay of danger and opportunity, stability and progress, attack and defense, a strong consensus has formed across the province: the crisis in Guangdong's economy stems from insufficient high-quality development, and opportunities can only be firmly seized through high-quality development. Implementing the new development philosophy and promoting high-quality development is Guangdong's fundamental path out. At this very moment, we feel even more deeply the General Secretary's farsightedness and more fully appreciate the enormous weight of the word fundamental. The road ahead has become suddenly broad and exceptionally clear. We must further strengthen our sense of responsibility, mission, and urgency, rouse ourselves, take action, and spare no effort to concentrate on high-quality development, striving to generate new momentum and blaze new trails. This is the only path for Guangdong to realize modernization. Guangdong has a large population, tight resource constraints, and a heavy task of improving the balance and coordination of development. It is impossible to continue relying on land, low prices, and labor competition. The whole province must have a clear understanding of this issue. Externally, we now face fierce competition where everyone is chasing and overtaking one another. At such a time, lying flat is not an option, effortless victory is impossible, and now is the time to strive. Only by breaking upward through high-quality development can we head toward a new blue ocean of development. Only by using the certainty of high-quality development to respond to the uncertainty of the external environment can we remain steady no matter how the winds and waves rise. For Guangdong to realize modernization, there is only this one road and no other. This is the bright road for Guangdong to realize modernization. In the past, we spent more than forty years laying an extremely solid foundation in terms of quantity and have comprehensively surpassed the Four Asian Tigers. Now the growth of quantity has reached a platform stage, while breakthroughs in quality are still in a gestation stage, and our gap with developed economies lies mainly in quality. As long as we achieve new breakthroughs in quality improvement, we can usher in an explosive rise in quantity and begin a new round of development and catch-up. Reform and opening up is Guangdong's most distinctive feature, and high-quality development is Guangdong's brightest future. As long as we continue moving forward firmly, strengthen our key functions in both domestic and international dual circulation, rely on the Guangdong-Hong Kong-Macao Greater Bay Area as an important source of momentum, and make full use of major platforms such as Hengqin, Qianhai, and Nansha, and work solidly this year, over the next five years, and continue cultivating for ten and thirty more years, we will surely build a new Guangdong and create a new miracle that will once again impress the world. This is the road of endeavor for Guangdong to realize modernization. High-quality development is by no means effortless success in calm waters, nor can it be something we simply enjoy amid flowers and applause. It is destined to be a difficult road that requires crossing dangerous shoals, steep slopes, and tough barriers. With the strong leadership of the General Secretary and the Party Central Committee, and with the scientific guidance of the General Secretary's thought and the spirit of the 20th National Congress, we have the conditions to keep striving. If Guangdong were to move slowly or stand still, not daring to rise to difficulties and unwilling to go all out and do a great job, we ought to feel uneasy in our hearts. The struggle we undertake today is to create more Guangdong products, Guangdong enterprises, and Guangdong industries that are known around the world, build world-class Guangdong airports, ports, and highways, nurture Guangdong's colorful mountains, waters, lakes, seas, flowers, and trees, inherit Guangdong's towns, villages, culture, and charm that are full of homesickness, and bring happy smiles and hope to the faces of our fellow villagers. A journey of a thousand miles begins beneath our feet and is tied to you and me. We are writing history, whether by standing at the forefront and continuing to seek, or by becoming slack and doing nothing. What kind of future appears depends on what actions we take today. Looking at the overall situation, we shoulder a weighty responsibility. Changes in the world, the times, and history are unfolding in unprecedented ways. Faced with an external environment of stronger headwinds and rougher waters amid changes unseen in a century, how Guangdong can turn danger into opportunity and move steadily into the distance; faced with deepening new rounds of technological revolution and industrial transformation, how Guangdong can seize the initiative and gain the upper hand; faced with the important juncture of transforming the economic development model, optimizing the economic structure, and shifting growth drivers, how Guangdong can take the lead in breakthroughs and serve as an example; faced with new and higher requirements for advancing Chinese modernization, whether the thinking and planning of all localities and units fit reality, whether working systems and mechanisms are scientific and feasible, whether the quality, capability, and state of mind of Party members and cadres can keep up; faced with increasingly fierce market competition, whether our enterprises can strengthen internal capabilities, improve core competitiveness, and have the backbone and ambition to strive for the top and catch up with the first-class level - the key to all of this lies in our planning, commitment, and action in promoting high-quality development. We must shoulder our responsibilities, forge ahead, and continuously explore new paths and stimulate new momentum in responding to challenges and tackling difficulties, so that Guangdong's high-quality development can better serve the overall situation, respond to changes, and create a new situation. Looking ahead, the path we are rushing toward is full of honor. History always unveils magnificent new chapters when people least expect it. The departure we make today may be only a small step, but heaven rewards diligence, effort is never wasted, and small steps taken persistently will cover a thousand miles. From today onward, if each of us works a little harder, Guangdong's high-quality development will take a major step forward. If each enterprise leads a little more, Guangdong's modern industrial system will rise further up the global value chain. If we pioneer and forge ahead in high-quality development, it means the material and technological foundation of Guangdong's modernization is being continuously strengthened. At this key stage of launching the effort to comprehensively build a modern socialist country, we are fortunate to shoulder important responsibilities. We should do our duty without hesitation, carry forward the past and open the future, uphold integrity and innovate, and through the struggle of every person and every enterprise, strive to open up a new situation for Guangdong's high-quality development and write a splendid stroke in the grand epic of Chinese modernization, one of the most magnificent epics in the history of human civilization. Based on the present, what we need most is practical work. The great way is simple, and solid work is essential. To promote high-quality development, there are no shortcuts; only pragmatism, and more pragmatism. In the new pattern of hundreds of boats racing and thousands of sails competing, we must seize the day and act quickly, racing for time and opportunities with a posture of struggle, wasting not a single moment as we work hard with heads down, organize strengths from all sides, and implement the tasks already identified. The people of Guangdong are diligent, simple, upward-looking, and kind-hearted. Guangdong's cadres are liberated in thought and enterprising. Guangdong's enterprises dare to innovate and remain unyielding despite setbacks. These are our excellent qualities, and they need to be fully demonstrated in promoting high-quality development. Party organizations at all levels across the province and the broad ranks of Party members and cadres, especially leading cadres, must be good commanders and good fighters, personally taking up and personally taking hold of key tasks, firmly resisting formalism and bureaucracy, and making sure the work is grasped tightly, carefully, and solidly.
