What Is the "Doubling Plan"? The "Doubling Plan" refers to Dongguan's selection of a group of existing advantageous enterprises for focused cultivation in accordance with the principle of selecting the best and strengthening the strongest. It supports enterprises in enhancing their overall competitiveness through technological innovation, development of headquarters economy, mergers and acquisitions, stronger industrial chain integration, and capital operations, striving to double the scale and efficiency of pilot enterprises within three to five years. It is an important initiative for Dongguan to strongly support the real economy and promote high-quality economic development. Since 2017, Dongguan has strongly advanced the Doubling Plan by selecting a group of pilot enterprises, allocating targeted support policies, increasing the precision of policy support, and helping enterprises achieve doubled scale and efficiency through methods such as capital expansion, production expansion, mergers, acquisitions, and restructuring. At present, doubling enterprises have become a powerful lever for Dongguan in exploring high-quality manufacturing development, and the Doubling Plan has also become a shining calling card for the city's high-quality economic development.
